TenderAxiom: checking government bids against the bidder's own records

TenderAxiom helps companies bidding for US government contracts submit proposals that are compliant and true. Its Bid Check tests every factual claim in a draft proposal against the company's own records before an evaluator does.

The problem

Government evaluators reject bids for a missed mandatory requirement, and they mark down claims a bidder can't support. A wrong contract value, an expired certificate or a past-performance figure that doesn't match the record can cost a bid that took weeks to write.

AI writing tools have made this worse: they produce fluent proposal text quickly, including figures and credentials that no one has checked against the company's records.

What I built

  • Bid Check (USD 149). Upload a draft proposal and an evidence sheet of the company's records (contracts, certifications, insurance, policies). Every claim comes back marked Supported, Contradicted, Unsupported, Expired or Needs a person to confirm, with what the evidence actually says and what to fix. The report arrives as a PDF, with a compliance matrix pre-filled with what the check found.
  • Ten free tools, including a compliance matrix generator, an amendment comparison that lists what changed between versions of a solicitation, a capability statement builder and checker, a past performance checker, a 19-point pre-submission checklist and a CMMC Level 1 checklist (FAR 52.204-21).
  • Daily opportunity pages. New federal opportunities are imported from SAM.gov every day and published as plain-English pages, with optional email alerts.

How it works

The Bid Check runs two independent checks. In the first, an AI model splits the proposal into individual claims and proposes the evidence record each one relies on; it is instructed never to guess a citation.

The second check uses no AI at all. A rule-based sweep reads every sentence of the proposal and extracts each checkable fact: money amounts, percentages, quantities, years, dates, management-system standards such as ISO 9001 or SOC 2, and named organisations. Each fact is matched against the records directly, so a sentence the AI missed is still checked.

A sentence passes only if a single record supports every fact in it. Facts stitched together from two different records are rejected, because that is how true-sounding fabrications are usually built. Certificates, insurance and policies past their expiry date are flagged, and opinions or promises are sent to a person to confirm rather than passed automatically.

Questions

What is TenderAxiom?

A self-serve proposal compliance checker for companies bidding on US government contracts, at tenderaxiom.com. It offers ten free bid tools and a USD 149 Bid Check that tests every factual claim in a proposal against the company's own records.

Who built TenderAxiom?

Richard G. Prouse, a New Zealand-based builder of compliance and risk software. TenderAxiom is his trading name.

Does TenderAxiom write proposals?

No. It checks them. A person in the bidding company approves every submission, and the check does not guarantee an award.
